The Illinois Life and Health Insurance Guaranty Association is here to help Illinois policyholders when an HMO, health, or life insurance company fails as authorized by the statute which created the Illinois GA. In the event of an insurance insolvency impacting Illinois residents, the Illinois GA steps in to provide protection. The Illinois GA was created in 1980 by the Illinois General Assembly when it enacted the Illinois Life and Health Insurance Guaranty Association Act.

It was created to ensure that Illinois residents would be provided certain protections if their HMO, life, health or annuity insurance company was determined to be insolvent and liquidated by court order. The Illinois Life and Health Insurance Guaranty Association is an association of insurance companies that are licensed to write applicable policies and contracts in Illinois.

If any of these member insurers become insolvent, the Illinois GA provides protection subject to certain statutory limits. The protection provided by the the Illinois GA is based on Illinois law and on the language of the insolvent company's policies at the time of insolvency.
