41 Municipalities from Atlantic, Cape May and Cumberland counties joined forces to save tax dollars by pooling resources to provide workers comp, liability, property and casualty insurance. Through a structured safety and risk management program, Member Municipalities save money by eliminating unsafe acts and conditions. Unlike the insurance companies that preceded it, the JIF focuses on Municipal issues of loss prevention, risk management and claims management.

Joint Insurance Funds (JIFs) are simply a form of shared services for New Jersey Public Entities that enables them to pool their resources to insure for property, liability, and workers compensation coverage.
They also wisely budget for professional contracts that deliver an extraordinary level of service.
When the JIFs were formed, municipalities were facing uncertainty with respect to their insurance programs.
Scarred by the hard market of the 1980s, they had scaled back insurance coverage and purchased necessary protection at rates they could ill afford.

In 1987, a group of thirteen (13) municipalities conducted a feasibility study to determine if they could create a regional pool to more cost effectively provide fire, liability, auto and workers' compensation coverage.
After weighing both the short term benefit of immediate savings with the long term objectives of cost stabilization, seven (7) municipalities chartered the Atlantic County Municipal Joint Insurance Fund (ACM JIF).
Today the ACM JIF has grown considerably and stands as a successful example of what local government can do to provide solutions to complex problems.
